I bet if the declaration said "We will endeavour to fairly spread the available health services throughout the countries of the world", there would be a few countries worried about their existing services. It's all very well to quote the USA figures, but whatever happened to Africa ? Have we really succeeded in bring them the "highest attainable standard of health" ? Why do these World Health Organization declarations always sound like pie in the sky to me ?
